RTI Application pertaining to DG Shipping / Mumbai

1) In the issue of Captain Deepak Divekar Master Mariner and on the other side RPS Licence Holder from Directorate General of Shipping Mumbai Killick Marine Services and case up with Arbitrator Justice S.C Pratap (Appointed by High Court Of Bombay) which was eventually awarded to Captain Deepak Divekar, Master Mariner, please provide me with information on action taken, if any, against m/s Killick Marine Services and their RPS Licence from DG Shipping.

2) Please provide me with information on under which Sections of the Merchant Shipping Act were and are RPS Licence holders permitted to enter into recruitment and management for Indian flag ships and Indian flag shipowners.
